Congregational Place is getting close to opening in Downtown Chula Vista

I still remember when the corner of Third Avenue and E Street was a used car lot that sat vacant for so long. Seeing this space transform into something so meaningful makes me proud of the progress happening in our city. Downtown Chula Vista continues to grow and improve, and I look forward to seeing what else is in store for our community.

Chula Vista is taking another step toward addressing the housing needs of its older residents. A new affordable housing community, known as Congregational Place, has reached a significant milestone with the placement of its final beam. The project, designed for residents aged 55 and older, is bringing needed relief at a time when housing costs continue to rise.

Congregational Place: A $40 Million Investment in Community

The development, led by the nonprofit Retirement Housing Foundation (RHF), is a $40 million project scheduled for completion in early 2026. RHF manages 180 properties nationwide, including another senior community in Chula Vista. The new building will feature 55 affordable, income-restricted apartments along with one unit for the property manager.

Healthcare and Housing Under One Roof

What sets Congregational Place apart is its integrated approach to senior living. The ground floor will house a San Ysidro Health clinic, offering accessible medical services on-site. This combination of healthcare and housing is designed to help older adults live healthier, more secure lives while remaining part of the community.

Meeting an Urgent Need

Developers note that adults 55 and older are among the fastest-growing populations experiencing homelessness, especially in San Diego County. Rising costs, inflation, and fixed incomes have left many seniors struggling to find stable housing. Projects like Congregational Place help fill that gap so older adults can stay housed and supported.

Looking Ahead

Applications for the apartments are expected to open before the end of the year, while full completion is planned for early 2026. Local leaders, community members, and developers see this as more than just a construction project. It is an investment in the future of Chula Vista’s seniors.

As Omar Sanchez, RHF’s senior construction manager, put it: “Housing is definitely really important. With everything being more expensive nowadays, it’s imperative to create options for older adults.”
